In order to be scouted you need 4+ decent pics in the portal, and somebody to scout you. I think it's a wee bit daft when it comes to contests, and I tend to favour submission threads rather than using art portal search tags.
You can try uploading your pic to the Discussion thread, as well as dropping a link to your (unscouted) art portal entry. That way at least one judge will know of your entry, and will bring it to the attention of the others.
